Trump Backs Crypto Bill Ethics Language as $5,000 Dividend Still Needs Congress

President Trump has agreed to a new bipartisan ethics provision in a sweeping cryptocurrency bill, Republican senators said on 14 September. Separately, House Speaker Mike Johnson said the president's proposed $5,000 dividend for American adults would need an act of Congress if Republicans hold both chambers after November.

The ethics language is meant to move a market bill off the Senate floor. The dividend remains a campaign promise, not an appropriated program.

Why the ethics clause appeared


Critics of the crypto package argued that officeholders needed clearer limits if digital-asset rules were going to be rewritten. Supporters said the industry needs a federal statute more than another year of enforcement-by-lawsuit.

What voters should separate


A signed crypto law would change market structure. A $5,000 check would change household cash only if Congress writes and funds it. Those are different instruments bundled in the same news cycle.
